We don't "copy first", nor do we "copy all files first before deleting any". We act on encounter in a single pass (as I explain in the Troubleshooting section of the User's Guide).
And, yes, we have some ideas for how to improve this, but they're not yet in the product. To be clear: most users do not run with disks that are 90% full.
