This is one of the reasons we suggest that you migrate from a backup rather than "clean install" - the UIDs are often different.
If you create a user that owns those items, you won't see "Fetching" any more...and at that point I wouldn't worry about it, since you have access, as you said. But do NOT do this to your Time Machine volume - that makes no sense. I'd just leave the other owner there.
