Why can't I exclude files on a target?

Hello,

I'd like to back up my main drive to an external target but leave a couple folders on the target untouched. I saw back in 2004 someone asked a similar question and the solution suggested was to partition the target drive. This seems a bit cumbersome. I'm wondering if this is still the only solution, and if so what is the reason? If I can easily ignore certain files/folders on the source, why isn't there a simple way to do the same for the target?
