Please Explain Terminology

If a Clone is an "Exact Duplicate" of the Drive being backed up, please explain the following terminology when using Backup - all files:

"All files on Macintosh HD will be copied to Backup, except the temporary and system-specificfiles that Apple recommends excluding"

Exactly what files are not copied? How is this then an "Exact" Duplicate?

We leave off temporary files, VM Swap Files, and some caches. These are files that generally shouldn't be copied, or have no meaning across a restart.
