What partition tools can do on all 3 platforms, shrink, resize without the headach of losing data for external HD?

Does SuperDupers! come with this functionality? :p

I honestly don't know. Both Coriolis Systems and SubRosaSoft have "dynamic" partition tools: you could head over to their sites and see whether they'll handle what you have in mind...
